Two design decisions separate levelling in World of Warcraft: Forever from anything in modern WoW, and both were deliberate. There is no flying, so every trip between quest hubs is on the ground. And there is no level scaling, so a zone tuned for 30-45 stays tuned for 30-45 whether you arrive at 28 or 40. Together they mean the route matters again: the order you take zones in, which dungeons you run at which level, and how much time you spend walking. This guide lays out that route with the new content in it.

Why the route matters

In modern WoW, scaling lets you level almost anywhere and flying erases travel time, so the efficient path and the lazy path end up about the same length. Forever removes both shortcuts. Out-levelling a zone means its quests stop paying; under-levelling one means its mobs kill you. Getting to the right zone at the right level, and stringing quest hubs together so you are not crossing a continent twice, is most of what separates a 100-hour climb from a 160-hour one.

It also means every one of the nine new dungeons has a window. Run it in the window and it is some of the best XP per hour in the game, with quest rewards and gear on top. Run it ten levels late and it is a tourist trip.

The route, bracket by bracket

What follows is built from Blizzard's stated level ranges for the new zones and dungeons, laid over the classic zones you already know. Ranges are launch guidance and may be tuned. Every new zone and dungeon is covered in our WoW: Forever explainer.

The 30-45 bracket is where vanilla's map ran thin; the Riverglades and Shen'dralas exist to fix exactly that.

1-12: the new start

A Skyborne character begins on Zephras Isle, a floating starting zone with its own 1-12 questline, then joins the wider world. Every other race starts where it always has. Nothing about the early game has changed in pace: the first ten levels are quick for everyone.

13-30: the first dungeons

This is where Forever starts to differ. Hall of Thanes (13-18) under Ironforge and Ruins of Lordaeron (15-20) in Tirisfal are the earliest instances in the game now, each leaning towards one faction but open to a determined group from the other. Excavation Site (24-29) in the Wetlands and City of Dalaran (28-33) follow, and Dalaran in particular doubles as a walkable area with its own outdoor quests, so the dungeon and the zone around it feed the same bracket.

30-45: the stretch that used to be empty

Anyone who levelled in Classic knows the mid-30s wall, where the good zones run out before the level 40 ones open. Forever's two biggest levelling zones land here on purpose. The Riverglades, in the Eastern Kingdoms between Redridge and the Badlands, carries more than 150 quests and Krol'dok Stronghold (40-45) as an outdoor dungeon. Shen'dralas, between Mulgore and Desolace, covers roughly the same range on Kalimdor. The Drowned City (35-40) under Stranglethorn sits in the middle of both. Between them, this bracket has more content than it has ever had.

45-60: the climb to cap

The late game keeps the classic zones and adds the instances that were always missing. Alcaz Prison (48-53) fills the gap between the low-40s dungeons and the level 55+ ones, and the last stretch to 60 gets two: Blackmaw Hold (55-60) in Azshara and Shaper's Terrace (58-60) in Un'Goro Crater. The final five levels are the slowest in the game, as they always were, and these two dungeons are where a group will spend most of them.

What the beta is and isn't testing

The beta ran from 17 Sep to 21 Oct 2026 with a level 30 cap: roughly the first half of the climb and none of the new mid-level zones at full range. It exists to test early routes and the Zephras Isle starting experience, not the back half of the journey. Anything you have read about 40+ content from the beta is from datamining or the BlizzCon build, not live testing.

The Legacy System, properly

If you plan to level more than one character, this is the system that changes the maths. Legacy Challenges are achievement-style goals: reaching level milestones on a class, hitting profession milestones like Artisan Engineering, clearing dungeons and raids. Completing the meta-level ones awards Legacy Points.

Points are earned once, for the whole account, but every character spends them separately. Your main, your alt and your profession character can all put the same pool of points into different perks. There are three trees at launch:

  • Adventures: levelling perks, including more rested experience and a higher rested cap
  • Professions: an increased chance of skill-ups, and spell components that no longer take bag space
  • Resourcefulness: economy and utility perks, the least detailed of the three so far

Around 65 Legacy Points are earnable at launch, but only 16 can be spent, so the early choice is which perks matter for your second character rather than whether you can afford them. Points beyond that continue to unlock rewards through a separate Progress Track claimed from NPCs. The trees were not fully built out in the beta build, so expect the perk lists to move before launch.

How long a full 1-60 actually takes

Levelling services and route guides converge on roughly 120 hours of play for a full 1-60 with a good route: about 15 hours to 20, 35 hours from 20 to 40, 30 hours from 40 to 50 and 40 hours for the last ten. That is played time, not elapsed time, and it assumes you know where you are going. Add exploration, wrong turns and the walking that no flying mount will save you from, and a first character is closer to the high end than the low.

What 60 unlocks

Mount Hyjal is the level 60 zone, with reputation grinds, questlines and two raid entrances. The first raid unlock is 9 Dec 2026: The Barrow Deeps (10-player, eight bosses), Hyjal Summit (20-player, thirteen bosses) and a 40-player Onyxia's Lair. Five weeks between launch and the first raid is Blizzard's way of making sure the first raid groups are made of people who levelled, not people who rushed.
